Unless Atari has given explicit permission to release this game for free (which seems unlikely given its appearance on Steam), then any site offering it as "abandonware" or anyone downloading it from such sites is in fact committing an act of software piracy. Originally, Spectrum Holobyte created this game, but that company was later acquired by Hasbro Interactive, which in turn was bought by Infogrames (which later reincoporated itself as Atari after buying out Atari itself).
